Officials said “Oplan Hapsay Highway” would be launched this Dec. 16 or before Christmas day.

The coming holidays are expected to result in more traffic jams in the city.

Roads and Traffic Administration (RTA) chief Nonito Oclarit said the “Joint Oplan Hapsay Highway Operation” would be carried out by the RTA, LTO and the traffic division of the Cagayan de Oro City Police Office (Cocpo).

Oclarit said authorities would go strict on illegal parking along the highway from Bugo to Iponan. Erring motorists would be fined P1,500 each, he said.

“No parking sa highway sugod sa Dec. 16 kay pi-ot na kayo ang atong dalan gikan sa Bugo padulong sa Iponan,” he said.

Oclarit said the Department of Public  Works and Highways (DPWH) would also help in the “Hapsay Higway” campaign.

City hall Task Force Hapsay Dalan chairman Jose Edgardo Uy said the joint team would also rid the highway of illegal structures, and obstructions.

“The highway is for the passage, and not for storage,” Uy said.

Supt. Warlito Serna, chief of the Cocpo’s traffic division, said his group would provide security and help in clearing the highway in time for the holidays.

LTO regional director Oscar Salcedo said they would strictly implement RA 4136, otherwise known as the Traffic Code.

“Kini nga kampanya, dili kini madala ug kuwarta-kuwarta kay kadtong law enforcers nga modawat ug kuwarta nga suborno gikan sa mga motorista, lakip to sila dakpon,” Salcedo said.
