MAYOR Oscar Moreno started the first working day of the new year by leading a delegation to China.

Councilors Zaldy Ocon and Lordan Suan started serving as acting mayor and vice mayor, respectively. They would be in control of city hall until Moreno and Vice Mayor Reineir Joaquin Uy return on Jan. 10.

The group left for Harbin City in China yesterday to take part in the 33rd China Harbin International Ice and Snow Festival in the capital of China’s Heilongjiang province on the invitation of Harbin Mayor Song Xibin.

Cagayan de Oro and Harbin have a “sisterhood” agreement signed years ago.

Joining Moreno in his first trip abroad this year are councilors Ian Mark Nacaya, Enrico Salcedo, Teodulfo Lao Jr., Suzette Daba,  Annie Daba and Jay Pascual, city budget officer Percy Salazar, and some local business leaders.

Maricel Casiño Rivera, city hall spokesperson, said all travel and accommodation expenses for were shouldered by the Harbin city government.

Rivera said Moreno’s group would also attend the Harbin Cold Zone Development Seminar that starts today until Jan. 7.
