THE principal of the Consolacion Elementary School here has claimed that some 107 pupils who are listed as beneficiaries in the Department of Social Welfare and Development’s Pantawid Pamilya program are not enrolled in his school.

Principal Andy Ligsanan said, “Ambot asa ni sila kay wala man gyud ning mga bata-a nag-exist dinhi sa among school gawas niining 12 sa 107 ka mga bata nga wala dinhi sa amo pero among na-identify nga tua na kini sila sa high school.”

Ligsanan’s revelation was a response to a statement by DSWD-Pantawid Pamilya information officer Oliver Inodeo that there were no “fake students” at Consolacion Elementary School who are beneficiaries of Pantawid Pamilya program.

Inodeo said Ligsanan classified the pupils “not enrolled” without the presence of the teachers in-charge of the pupils.

“Iyang (school principal) nabutang didto sa compliance verification form gi-classify sa principal nga ‘not enrolled’ during sa iyang verification nga wala diha ang maestra nga in-charge ani nga mga studyante,” Inodeo said.

The principal marked the 107 pupils as “not enrolled” in DSWD’s compliance verification form 2 (CV-F2). The CV -F2 is a form for pupils who are beneficiaries of DSWD’s education grant under the Pantawid Pamilya program. Under this grant, each pupil-beneficiary is entitled to a P300-education grant and a P500-health complaince every month.

The compliance verification form, according to Inodeo, is a prerequisite to DSWD’s conditional cash transfer and serves as basis  for education grants for elementary pupils whose parents are members of the Pantawid Family program.

According to Ligsanan, based on the list he received from DSWD, there are only 366 pupils in his school.

“Kini nga mga bata pulos membro sa 4Ps,” he said.

Last week, Ligsanan said DSWD social workers went to their school and handed them a new “correct” list of pupil-beneficiaries under the Pantawid Pamilya program.

This paper’s source said over the weekend that the old DSWD list were “crafty” and “misleading.”

“Naa man gud mga apelyido nga klaro nga taga Consolacion pero dili man ang first names. Siyaro ba sad wala’y maestra naka ila sa ilang estudyante kung naka enroll na ang bata sa kinder pa. Ma-trace man gyud naa hantod mahuman sila Grade 6,” the source said.
