CAN President Duterte declare a revolutionary government? Yes, he can. Is there any law that governs the declaration of a revolutionary government in the Philippines? There is none. What is the requirement for a president–or anyone in the Philippines, for that matter–to declare a revolutionary government?

First and foremost, the support of the police and the military, and second, the support of the citizenry. If a president, like Duterte, has the support of the police and the military and of the citizenry, he has all that he needs, and there is no longer anyone who can contest or even question the declaration of a revolutionary government.

The legal, judicial, and governmental systems that are rooted in an existing Constitution, like the Cory Aquino 1987 Constitution, are scuttled. All government offices are abolished, and all government officials are ousted. The country would then come under whatever new system that is ushered in by the president who decreed the establishment of the revolutionary government.

There are some who say that Duterte cannot declare a revolutionary government because there is no prior revolution upon which such a Duterte revolutionary government could be built on. These people cite the example of Cory Aquino.

They say that since Cory’s government was preceded by the Edsa Revolution of 1986, that Revolution provided the “legal” basis for the revolutionary government that she put up then with her cohorts. Well, that is a mere theory, and betrays their fear of a Duterte revolutionary government, and total ignorance of what a real revolutionary government is.

The fact is that, the Cory Aquino presidency was totally illegitimate, and violated all existing laws of the land in 1986. It was a simple power grab by a foreign power, aided by Filipino traitors who had nothing in their minds then but exacting revenge on their long-time political enemies while salivating profusely for the perks of being in power. Admittedly, that kind of an illegitimate government did not have any right to declare a revolutionary government in any way.

The case of President Duterte is different. He is the legitimate president of this country, having won by a big majority of votes over his political foes in an election that was rigged to favor another presidential candidate. He has the mandate of the people to carry out reforms that would blot out illegal drugs, criminality, corruption, and rebellion.

Because of the insurmountable problems the people are facing today, it has become clear that the legal mechanism existing in the Philippines, represented by the 1987 Constitution and all other laws, is clearly no longer sufficient to bring about the reforms the President promised to the people who, concededly, elected him on the basis of his promise of reforms.

Duterte is therefore left with no other option, if he is to fulfill his contract with the Filipino people, but to avail of other remedies outside or independent of the useless legal system that is in place today. His covenant is with the people who badly wanted reforms, not with any inutile system of laws. He therefore has every right to put up a government that will bring about reforms, regardless of what its name would be. I support him in this endeavor.

Is it true that one in every three Filipinos has a mental health problem, as what was proclaimed by Dr. Lourdes Ignacio, a professor at the University of the Philippines College of Medicine in Padre Faura, Manila who received an award from the National Academy of Science and Technology on Thursday?

Is it not more true (if there is such a thing) that more than one in three Filipinos are truly afflicted with insanity, madness, and confusion of mind, especially if we consider the fact that millions of our countrymen are now slaves to drugs, shabu, and other prohibited substances which induce mental stupor? We only need to look around the country today to see the truth that many of us are now truly mad and insane.

Then is it not also true that many Filipinos are now unremittingly insane because they can kill even those who are merely suspected of crimes, especially those who are suspected of involvement in illegal drugs; nonchalantly rape even mere new-born babies; shamelessly steal or plunder hundreds of millions in government funds for their own personal or family interests; and shield admitted corrupt officials simply because the corrupt officials were the ones who installed them in power, or are their colleagues in their party?

These Filipinos–who are even clad in classy Barong Tagalog or in suits known locally as “Americana”, who wear expensive jewelry, and who reside in posh residences even if they have no visible businesses, and who are even lording it over as chiefs of many government offices–are the ones truly insane and mad, and confused of mind.

Why, if these Filipinos are not insane and mad, can they stomach stealing and plundering and pocketing hundreds of millions of pesos in government funds, killing their fellow Filipinos even if the victims are merely suspected–not having been proved yet–of having done a crime, particularly of dealing in illegal drugs, raping even mere babies, and shielding the corrupt and graft-prone simply because they are their patrons or are their partymates?

These are the Filipinos who are truly out of their minds because their minds are confused and clouded by selfish interests. They commit acts that they know should not be done by any right-thinking Filipino. They are the ones truly insane, because while they know that God detests them because they are doing truly despicable acts, and that they would be thrown in hell with their children in the worms and fires of hell, they do them just the same.

There are plenty of reasons why Filipinos, especially those who are in politics and in government, display this kind of insanity and madness.

The first is that, they have set side, and no longer have any interest in subjecting themselves to God, through His Word. These Filipinos no longer want, and avoid at all cost, listening to, and obeying, the Word of God.

Their problem is that, because they no longer want to listen to, nor obey, the Word of God, He sends them various curses, including the curse of madness, blindness, confusion of mind, and insanity (Deuteronomy 28:15, 28). Then, because they did not wish to recognize, thank, and even honor, God, He left them to their own wickedness, shameful desires, and madness (Romans 1:18-32).

Then, too, God decided that these people would become deaf and blind, to disable them from understanding, in every way possible, the mysteries of the kingdom of heaven. God decreed that these people would become deaf and blind because He did not want to give them salvation, so that their descent to hell is assured (Matthew 13:10-17). These are truly hapless Filipinos, and truly mad and insane. What is more problematic for them is that, they know they are insane, yet they are unable to do anything.
