TWO years have swiftly gone by since President Duterte became the undisputed leader of this country but his popularity rating amazingly continues to rise, even as more and more Filipinos are coming out in the open to support his noble objectives to make a better Philippines, including his establishment of a revolutionary government and changing our country’s system of government from presidential to federal.

Just a week ago, a big number of members of the PDP-Laban, the party that espoused the candidacy of the President in 2016, bolted from its ranks and, with other equally minded citizens who would like to see Duterte continue his programs of change centered on unity, justice, peace and order, and economic prosperity, put up a group they called “Upakkk” or Unyon ng mga Pederalistang ang Adhikain ay Katarungan, Kapayapaan, at Kaunlaran (or, loosely, Union of Federalists whose Objectives are Justice, Peace and Order and Prosperity).

According to Mr. Domingo Canero, a former PDP-Laban member who is now Upakkk president, this is being supported by about 40,000 members of another pro-Duterte group, the Hukbong Federal ng Pilipinas (HFP) which now claims to have a national and worldwide support.

The objectives of Upakkk, Mr. Canero hastened to add, is for it to be established as an umbrella organization of all those who believe that President Duterte should form a revolutionary government, similar to the one that former President Corazon Aquino put up in 1986. During Mrs. Aquino’s initial assumption to the presidency, she established a revolutionary government to firm up the ouster, aided largely by the US, of former President Marcos.

These objectives of Upakkk are anchored on the view of its leaders that only Duterte, at this point, has shown sincerity and faithfulness in finding solutions to the serious and debilitating problems of the Philippines, particularly illegal drugs and corruption. Upakkk leaders believe that Duterte is a leader given by God to the country, so the nation can prevail against drugs, criminality, and corruption.

Upakkk also expressed gratitude that Duterte was the one proclaimed elected in 2016 even if the former administration, acting in concert with former officials of the Commission on Elections that time, tried hard to cheat him. This is a sign, Upakkk noted, that Duterte is guided by God, including his assumption of unhindered leadership of the country. “He can only do this if he puts up a revolutionary government,” it said.

In its organizational meeting last week, Upakkk organizers clarified the reasons for the group’. Roy L. Canero, Upakkk treasurer, said the group will be identified with the popular clenched fist of Duterte supporters.

But, instead of simply raising forward a clenched fist, Upakkk members will also shout, simultaneously, “upak, mga Ka-Hukbo” (which means, “hit it hard, fellow force members), to signify the earnestness of their objectives. Upakkk will hit hard, as it were, illegal drugs, crime, and corruption, in the manner that revolutionaries of old, called Katipuneros, pursued independence with “KKK” as their nomenclature.
