The City Development Council (CDC)-full council meeting has approved several plans including the implementation of the Comprehensive Local Juvenile Intervention Plan (CLJIP) for the year 2018 – 2021 earlier this week.
CDC chairman Mayor Oscar Moreno expressed delight when almost 80 urban and rural barangay chairmen supported and approved the making and implementation of CLJIP starting this year.
The making of the program is based on Section 18 of Republic Act No. 9344, also known as the Juvenile and Welfare Act of 2006 which mandates the local government unit from barangay up to the provincial level to formulate their respective three-year Comprehensive Juvenile Intervention Program (CJIP).
Vice Mayor Raineir Joaquin Uy said the City Council for the Protection of Children and the City Social Welfare Development Office have jointly formulated the CJIP for the period of 2018-2021.
“The plan’s overall goal is to capacitate children in reaching their full potentials as key players in nation-building through the participatory intervention of stakeholders,” he said.
He said he would convene the members of the 18th city council to immediately draft a law supporting the moves of the CDC and other stakeholders.
The plan targets to achieve the following outcomes like the reduction in number of Children At Risk (CAR) and Children In Conflict with the Law (CICL), functionality of Barangay Council for the Protection of Children (BCPC), strengthening of stakeholders support for CAR and CICL Programs, improved residential rehabilitation program for CAR and CICL and decrease the number of reoffending cases.
The program components include hierarchical interventions such as primary or development interventions, secondary of protected and preventive interventions and tertiary and remedial interventions.
The CJIP results matrix include the following like functional BCPC in the city’s 80 barangays, constructed or established Bahay Pag-asa, conducted values formation and personality development programs/sessions, reduced/decreased the number of out-of-school youth, reduced children involvement in crimes, conducted seminars on drug abuse prevention and conducted Liga ng Kabataan or any friendship games.
The CDC is the group that takes charge of the approving of various plans prior to the allocation of budgets for Cagayan de Oro City.
