THE City Council committee on finance, budget and appropriations chaired by Councilor Edna M. Dahino is set to review the proposed Memorandum of Agreement (MOA) to be executed by and between Cagayan de Oro City and the Department of Public Works and Highways for the implementation of Farm to Market Road (FMR) Projects for 2018 in the 2nd District.
The DPWH-CDOC and the city government are involved and committed to the successful implementation of FMR to provide infrastructure facilities for national development.
For this purpose, the Office of the Secretary of the DPWH issued Sub-Allotment Advice (SAA) dated March 5, 2018 to the Cagayan de Oro City 2nd District Engineering Office (CDOC II DEO) for various infrastructure projects and allocated the amount of P27 million for the concreting of Barangay Indahag FMR, FS Catanico Road to Mapawa FMR and Upper Zone 3, Barangay Agusan FMR.
Under the MOA, the DPWH-CDOC II DEO shall cause the preparation of Program of Works (POWs) and Detailed Engineering Design (DED), noted by the LGU-CDOC City Agriculture Office (CAO).
It shall include in the preparation of POWs the 10-percent counterpart fund amounting to P2,700,000.00 for the implementation of the FMR projects and shall secure Environmental Compliance Certificate (ECC) or Certificate of Non-Coverage (CNC) if applicable and adhere to its provisions and the other social safeguard measures, among others.
For its part, the city shall issue a Certificate of Availability of Funds (CAFs) to the DPWH-CDOC II DEO for the necessary counterpart fund amounting to P2,700,000. It shall likewise monitor the implementation of the FMR projects and maintain the good condition of these projects after completion and turn over from the DPWH-CDOC II
