COUNCILOR John Michael Seno, chair of the City Council committee on sports and youth development, in his special report during the 114th regular session of the 18th City Council reported on the new Joint Memorandum Circular No. 2019-01 of the Department of Budget and Management, Department of the Interior and Local Government and the National Youth Commission.
Seno discussed the JMC for the information of everybody, especially the youth. He said presidents of the Liga ng mga Barangay should also be updated on the matter.
A meeting will be held on Feb. 15, Friday, with the city budget officer to discuss the appropriate action to fast-track its implementation in the city.
Joint Memorandum Circular No. 2019-01, otherwise known as the “Guidelines on the Appropriation, Release, Planning and Budgeting Process for the SK Funds” states that in accordance with Section 20 (a) of the SK Reform Act of 2015, ten percent (10%) of the general fund of the barangay shall be set aside for the SK. The sangguniang barangay shall appropriate the SK funds in lump-sum which shall be distributed solely for youth development and empowerment purposes.
The purpose of the JMC is to prescribe the guidelines on the appropriation and release of the SK fund, provide for the planning and budgeting process for the SK, and emphasize the concomitant posting requirements to enhance transparency and accountability. (sp)
