“The law says there must be signages.”
This was stressed by Councilor Ian Mark Nacaya in his special report on this week’s regular session referring to the alleged violations of the Department of Public Works and Highways (DPWH) in the implementation of various infrastructure projects in the city.
Nacaya expressed disappointment over DPWH’s failure to provide signages or billboards indicating the type and duration of the project being undertaken at CM Recto, Lapasan Highway. He said this had caused a tremendous traffic problem in the area.
“Even if there was no activity yet by that certain project undertaker, there are already fences created for purposes in implementing the project but it has been two weeks. This is the first violation that should not prevail because the law says there must be signages,” Nacaya reported.
Notwithstanding the anger of the public voiced out in social media, DPWH still has been passive to the clamor demanded from them, he further cited.
Nacaya said another violation committed by the DPWH is the agency’s failure to coordinate and collaborate with the city government as provided for and mandated in the Local Government Code of 1991.
In accordance with the law, any and all projects of the regional and national agencies should be consulted with the city prior to its implementation so that it will know how to act or react to whatever issues that may be raised by the people, Nacaya pointed out. (sp)
