To give a brief background to link its importance to the member-consumers and stakeholders, the power industry in the Philippine scenario is guided by a law, RA 9136, known as the Electric Power Industry Reform Act of 2001 (EPIRA). EPIRA mandated the creation of the Energy Regulatory Commission (ERC), an independent, quasi-judicial regulatory body that is tasked to promote competition, encourage market development and ensure customer choice in the industry.

ERC operates through a standard system called the Philippine Grid Code (PGC) and Philippine Distribution Code (PDC).  For the PDC, its creation is to cover the following: establish a monitoring system; ensure the compliance of the DUs; promote accountability of the DUs to achieve greater operational and economic efficiency; and protect the public interest. Thus, MORESCO-1, as a Distribution Utility (DU) is mandated to comply with the PDC rules and procedures set by the Distribution Management Committee (DMC).

The good news is that on July 30, 2015, MORESCO-1 is the first among all the Electric Cooperatives (ECs) in the country to have been assessed by the DMC with flying colors. Moresco-1 is one of the three DUs that they have declared 100% in their PDC Compliance Assessment. The 2 other private companies are the Visayan Electric Company and Davao Light & Power Company.

The DMC declaration was considered a milestone for MORESCO-1, as this assessment is reflective of the performance its cooperative, attuned with the performance rating ascribed by the National Electrification Administration (NEA), a government body created to ensure the efficiency, reliability and sustainability of ECs in the Philippines as it continues to oversee the implementation of the rural electrification program.
