BAD weather conditions and the threat posed by a storm that weakened into a tropical depression yesterday adversely affected vendors selling flowers in time for today’s celebration of Valentine’s Day.

Milo Navales, a flower arranger at Nic-nic flower shop near the St. Augustine Cathedral, said they did not increase flower prices in the hope that more people would buy from them. But they were wrong — storm “Basyang” was something they did not anticipate.
