Lumad and farmers in Baungon town, Bukidnon are questioning the application made by the Metro Pacific Water Investment Corporation’s Cagayan de Oro Bulk Water Inc. to get additional water supply from the National Irrigation Administration-10 to augment Cagayan de Oro City’s water distribution.

Lawyer Ernie Palanan, who act as the group’s spokesman, cited the application and possible approval by NIA central office are a blatant failure of the agency’s mandate.

“NIA-10 blatant failure to achieve their own goal is simply called inefficiency at its best. If an agency sets goals and they failed miserably to reach the goal they themselves set, conclusion: there’s something wrong with the management,” he said.

He said their organization called “Lumad Ka Nga Taga-Baungon Kung,” is set to file a complaint before the local court questioning the signing and approval of the Memorandum of Agreement between Cobi and NIA-10.

Palanan said they received information that the public consultation called and held at NIA-Baungon Field Office for the supposed agreement was attended by less than 50 members of the Irrigation Association.
