City Council committee on roads and traffic management chaired by Councilor Romeo V. Calizo on Wednesday tackled the recommendations of the offices from City Administrator, Legal, Building, Treasurer, and City Assessment Department on Councilor Lordan G. Suan’s proposed ordinance.
The proposed legislation grants incentives through exemption from payment of real property tax to owners of vacant lots within the commercial districts who will convert for free public parking.
City Legal Office said, any proposal for exemption from Ad Valorem Tax on idle lands, as provided for in Section 236 of the Local Government Code of 1991, is premature considering that the city is not imposing any ad valorem tax on idle lands. He said Section 1 and 2 of the proposed ordinance might raise confusion as there is no tax basis in which to apply the exemption. (CLI)
