COUNCILOR Enrico Salcedo lashed out at Mayor Oscar Moreno and blamed the local executive for his failure to cause the passage of a proposed ordinance that would give barangays in the city incentives for garbage collection.

Salcedo said it was Moreno’s fault that the city council did not approve the proposed measure because he allowed partisan politics and his political differences with ex-mayor Vicente Emano to get in the way.

“Ang away nila ni Moreno ug Emano iyang gidala sa city hall, ma-oy hinongdan nga pipila sa akong gipalabang nga mga ordinansa wala makalosot sa city council,” he said.

He said he proposed the Barangay Incentive Ordinance that would have allowed barangays to earn by collecting their own garbage.

Salcedo said the proposed ordinance would have made city hall pay the barangays for collecting their own garbage instead of contracting the collection services out to private groups such as IPM Construction and Development Corp..

He said his proposal was rejected by the city council because the Moreno administration already  contracted IPM for its garbage collection services.

Salcedo said this was among the reasons why he decided to sever his political ties with the Moreno administration, saying that he hoped his proposal would get approved by the next city council if Rep. Rufus Rodriguez of the city’s 2nd District would succeed in his 2016 mayoral campaign .

He said another matter that he would be pushing is the review of the lease contracts for Cogon and Carmen markets spaces that were awarded by city hall to companies owned by Chinese Filipino businessmen during the Emano administration.

Salcedo said he was disappointed with Moreno because there was no effort to review and rescind the contracts awarded to the firms.

The market spaces, he said, should be awarded to small vendors. (nitz arancon)
