A MAN has filed a complaint for graft against Misamis Oriental Gov. Yevgeny Vincente Emano over the capitol’s vehicle purchases in 2013 and 2014 allegedly in violation of a presidential order and a memorandum from the interior department.

The complainant, one El Cisco Jun Ramos, accused Emano of grave misconduct, gross neglect of duty and repeatedly violating Sec. 3(e) of the Anti-Graft and Corrupt Practices Act. The purchases, he alleged, also went against memorandum circulars from the Department of Interior and Local Government and Malacañang order.

Ramos submitted his complaint to the Office of the Ombudsman in the morning of Jan. 29, 2020.

In his eight-page complaint, Ramos asked the ombudsman to place the governor under a preventive suspension order, and to hold him administratively and criminally liable over the capitol’s purchases of vehicles without the approval of the secretary of the Department of Interior and Local Government.

He said one purchase, made in 2013, cost P3.981 million while another, in 2014, cost P6.756 million.

Ramos said without the DILG green light, the purchases went against Administrative Order No. 15-2011 and DILG Memorandum Circular No. 2013-47.

He said state auditors took note of the alleged irregularity in the Commission on Audit’s 2014 audit report.

Capitol spokesman Florito “Carlo” Dugaduga said he and other capitol officials have no what idea what the complaint is.

“We will take it as it is. Di pami kahatag og concrete statement kay wala pami ka-received og communication coming from the ombudsman,” said Dugaduga.

He said provincial legal officer Cerilo Neil Pacana would also submit an answer to the ombudsman on behalf of Emano as soon as the capitol receives a copy of the complaint.

“Gov. Emano has been consistent in his statements that if naay reklamo, nan ipasaka lang,” he said.

Dugaduga said the capitol also has no information about the complainant and is unaware of the complainant’s affiliations.
