I have read several posts and comments on FB against the RTA and its enforcers on the road. It is not susprising though. But the point is – while the RTA cannot please all of the people even some of the time, nothing seems to have been done about it.

RTA enforcers on the road are often observed to be flagging down motorcycle riders for no apparent reason. They simply attempt to check on licenses and vehicle registration. Well and good. But they do that at random and at will.

A lawyer on his motorcycle was flagged down. Of course he asked why he was flagged down. The enforcer did not reply. Instead he asked to see the lawyer’s license. Wrong foot forward, wrong start.

The lawyer showed his license holding on to it. Then the enforcer asked to see the registration papers which the lawyer obliged. The enforcer commented, “Dili man maklaro ning photocopy” to which the motòrist thought, “Gapangita nig bikil.” Finding no justifiable reason to continue with his shenanigans, the enforcer “released” the motorist.

Are motorists aware why the RTA is flagging down motorists left and right? The answer is simple. Because enforcers on the road are in the QUOTA SYSTEM. They are required to issued at least three traffic citation tickets per day lest their job order contracts be not renewed. Ask any disgruntled enforcer on the road and he will confirm this.

It’s that simple.
