BUTUAN City–A group of lawyers has threatened to file plunder charges against the people involved in the controversial P565-million Butuan City Bulk Water Supply project.

One of the lawyers, Roan Libarios, called the deal “patently illegal, null and void from the start, meant to defraud the government,” and that it could “go down as the most anomalous bulk water supply project under PPP scheme in Philippine history.”

Libarios’s group said they would be forced to press plunder charges unless the members of the Butuan City Water District (BCWD) board cancels and stops of the PPP project.

“We are giving them ample time to think, and to correct what has been wrong from the start,” said Libarios.

He said the BCWD has until today, Jan. 2, to act on the 59-page letter they sent based on weeks of study and research.

Libarios warned that the plunder complaint would be filed against BCWD general manager Anselmo Sangtian and Engr. Ronnie Vicente Lagnada, president of Equiparco, THRC and Taguibo Aquatic Solutions who are the main  signatories in the controversial deal. He said BCWD directors and all those who had a hand in the deal, including incorporators of the firms, would also be charged.
