THE principal of the City Central School has threatened to file administrative and criminal cases against members of the board of the Central District Multi-Purpose Cooperative and 14 teachers before the Office of the Ombudsman.

City Central School principal Arnold Tejero said a complaint for graft, falsification of public documents, and insubordination were being prepared against the following: Cornelio Salvaloza Jr., Merlyn Olarte, Ma. Gemma Arrabis, Ruth Sebastian, Ma. Lourdes Palaca, Eva Pacas, Mary Jane Alipos, Aida Zambas, Marilou la Victoria, Marichu Palamine, Virgilia Doong, Wilma Aruglo, Sharon Camasin, Consolacion Mabella, Rene Camasin, Annaliza Sabello, and Jasmine Garcia.

“Based on my calculations, not less than P15 million were unaccounted. They failed to submit a financial report,” Tejero alleged.

Tejero said he has sought important financial documents from the cooperative’s board particularly on the operations and management of a school canteen.

He said the the cooperative’s board was also asked to account for funds amounting to some P648 thousand representing the rental of the kindergarten canteen from August 2011 to December 2014.

Tejero said there were also serious questions on the alleged release of P126 thousand on Jan. 24, 2014 for travelling expenses.

He said the cooperative submitted an answer on Nov. 27, 2015, and reasoned out that the failure to submit documents was due to a Aug. 12, 2012 fire.

The documents being sought include a memorandum of agreement to operate and manage the canteen, certified true copy of the written notice to renew and continue operation and management of the canteen, resolution by the general membership/assembly of the cooperative signifying willingness to operate and manage a school canteen, and certified true copies of duly audited separate financial statements for the canteen’s income, cooperative income from loans, and income from consumers.

Tejero said the failure in the submission of documents was a basis in the issuance of the recent closure of the school canteen.

“The canteen should be managed by a teacher. Dili pud pwede nga ilang sagulon ang income sa canteen,” he said. (lito rulona)
