BUTUAN City–Law enforcers on Thursday arrested a former vice mayor suspected of being involved in the illegal drugs trade in Agusan del Sur.

The Philippine Drug Enforcement Agency (PDEA) identified the suspect as 58-year old councilor Apolonio Layugan who once served as the town’s second highest official.

He was arrested by PDEA agents and members of the police at his farmhouse in Esperanza.

PDEA Caraga regional director Gilbert Buenafe said Layugan was a “high-value target” who was being watched for five years already.

Caraga police director Chief Supt. Rolando  Felix said the suspect yielded five grams of suspected shabu worth some P59 thousand and a 9mm pistol.

Layugan said the pistol belonged to him but he strongly denied that the suspected shabu was his.

His relatives and friends also came to his defense, saying the councilor was not into drugs.
