JUSTICE Secretary Vitaliano Aguirre II has replaced the chairman of one of the prosecution panels tasked to conduct inquest proceedings and preliminary investigations of cases related to the Marawi siege.

Aguirre, in a one-page department order, said the move was based on the letter of senior assistant regional prosecutor Merlynn Barola-Uy, overall chairperson of the centralized prosecution office.

The panel chairman, prosecutor Mangontawar Gubat, was replaced by Celso Sarsaba, deputy city prosecutor and officer-in-charge of the Iligan City prosecution office.

Gubat reportedly inhibited as chairperson of the prosecution panel.

The panel’s members include assistant city prosecutor Abdullah Macagaan of Cagayan de Oro and assistant provincial prosecutor Gerald Cecilio Roa of the Misamis Oriental prosecutor’s office.

The centralized prosecution office for Lanao del Sur and Marawi City consists of four panels of prosecutors, each with a chairperson.

Uy is also chairing one of the panels. The other chairpersons are prosecutor Eduardo Cueto of Iligan, provincial prosecutor Chuchi Azis of Misamis Oriental, and senior state prosecutor Lilian Doris Alejo of the Department of Justice-Manila.

Aguirre also ordered additional five prosecutors–three from Cagayan de Oro and two from Misamis Oriental–to speed up the prosecution work.
