THE city council has approved the Cagayan de Oro City Comprehensive Children’s Welfare Code of 2018 and repealed a 2007 ordinance authored by Councilor Ian Mark Nacaya.

Councilor Reuben Daba, chair of the committee on social services, explained that the 2007 ordinance that was  authored by needed to be “upgraded” and several provisions were added.

Nacaya co-authored the new ordinance.

The Code requires the birth registration of children in need of special protection, the establishment of a Child Minding Center in every commercial center, industry, school and other working places to be operated and maintained by the city government or the respective management, among others.

Daba, author of the 2018 Code,  said it provides restriction for children 15 years old and younger to roam, wander around, stand-by or loiter around market places, restaurants cafes, bars, nightclubs, cocktail lounges, massage clinics, beer house, discotheque joints or saloons, cabarets or liquor stores, gambling places, plazas, parks, recreation halls, billboard halls, parlors, bowling alleys, theater lobbies, sidewalks, hotels and all similar establishments after 10 pm and before 5 am except on the eve of the town fiesta, Charter Day and other local holidays of the city.

The ordinance also prevents children from buying and smoking cigarettes or vaping, among others. (cli)
