The 1st division of the Sandiganbayan  trashed the graft and corruption case filed against Moreno, city budget officer Percy Salazar and city accountant Beda Joy Elot by former Puntod barangay chairman Marvin Beja.

Beja had accused Moreno and the other officials of renting the Macasandig house of former Misamis Oriental board member Jimmy Caiña without the consent of the city council. He filed the complaint with the Office of the Ombudsman on March 10, 2015.

The Sandigabayan  however dismissed the case for “inordinate delay” in a decision signed on Aug. 22, 2018.

Signing the 12-page decision were Associate Justices Geraldine Faith Econg, Efren dela Cruz and Edgardo Caldona.

The court ordered the release of the bond posted by the accused even as it set aside and declared as functus officio the Sept. 29, 2017 hold-departure order against them.
