CITY police director Nelson Aganon yesterday reshuffled key officials of the Cagayan de Oro City Police Office even without a green light from the Commission on Elections.
Based on an election period rule, movements such as what Senior Supt. Aganon ordered is prohibited. The election period started last weekend.
Commission on Elections regional director Renato Magbutay a move like that needed clearance from the Comelec first.
Magbutay said he just read the request of the Cocpo for a clearance yesterday and has yet to act on it at presstime. But he said he saw no problem with the Cocpo reshuffling because it’s not considered a political or partisan move, and the Comelec clearance would likely be given.
The Cocpo reshuffling took effect yesterday, and it affected the city police’s station commanders.
Based on Aganon’s order, Senior Insp. Rogie Ortencio is now the new chief of the Divisoria police while Senior Insp. Dennis Quindara now heads the Cogon police station.
The new Agora police chief is Chief Insp. Julius Clark Prisco Macariola while Carmen’s new police head is Chief Insp. Ian Borinaga.
The other new police station chiefs: Chief Insp. Abdul Alim Sumandar, Puerto police; Senior Insp. Stephen Benbian Latar, Macabalan police; Senior Insp. Breccia Ruth Townend, Bulua police; Senior Insp. Jerson Estanilla, Lumbia police; Senior Insp. Teodoro de Oro, Macasansig police, and Senior Insp. Alan Cairel, Cugman police.
Chief Insp. Evan Viñas, former Puerto police station chief, is now Cocpo’s officer-in-charge for administration.
Chief Insp. Excyllo Alcantara, former chief of the Carmen police, is chief of the Cagayan de Oro Drug Enforcement Unit; Chief Insp. Ericson Sabanal is chief of Cocpo’s Tourist Police Unit; and Senior Insp. Rustico Galagala is Cocpo’s intelligence management branch officer-in-charge.
Included in the revamp were the chiefs of Cocpo’s special units and deputy commander of the police stations.
Supt. Mardy Hortillosa II, Cocpo spokesman, said Aganon’s move was based on a directive from Camp Crame, and should not be seen as electionelated.
The Camp Crame order, he said, was made before the start of the election period “pero karon lang gi-implement.”
Comelec regional director Magbutay however said officials would still need a clearance or exemption from the Comelec for decisions like that.
“Kon sila lang dinhi sa Cocpo nageshuffle sa ilang mga tawo, violation gyud na, pero ato pang tan-awon kon duna bay violation ana kay kon ang order gikan sa Camp Crame, na-a man poy continuing order ang chief sa PNP nga gitogot sa bala-od,” Magbutay said.
