The 1-Mindanao Energy Cooperative has four million members, according to Ravanera, and it would bid against firms like the Ayala Group.

Ravanera said that if the cooperative  succeeds in its bid, he was certain the power rates in Mindanao would be reduced.

He said the cooperative is planning on bidding for the Agus hydroelectric power complex. (nitz arancon)
