THE capitol yesterday released a document that showed that it declared a failure of bidding in connection with the supply and delivery of brand new road construction and maintenance equipment.

The document, received by the Office of the Governor on July 20, 2015, belied a claim made by a Cebu-based company that a firm that offered to supply the heavy equipment to the capitol at a much higher price won in the June bidding. A copy of the document was sent to this paper yesterday.

The two-page document, signed by Danilo Matias, chairman of the capitol’s Bids and Awards Committee (BAC), vice chairman Bernardino Balo Jr., and member Drucilla Cardenas, showed that they post-disqualified Quishio Heavy Equipment Corp..

In an earlier protest, TKC Heavy Industries Corp. president Leon Tio said his firm’s offer was rejected by the Committee because TKC’s record showed it supplied heavy equipment for an asphalt batching plant in Paranaque city when the capitol was looking for equipment needed for road construction and maintenance.

Tio argued that TKC offered the same kind of equipment for P170 million against Quishio’s P182.020-million bid.

The capitol document however showed the contract was not awarded to Quishio because “its bid has been found not to be responsive for its reason that the largest single contract is below 50% of the Approve(d) Budget for the Contract (ABC)…”

The document also showed that “none of the bids successfully pased post qualification.”

The BAC declared a failure of bidding for the supply and delivery of the brand new heavy equipment.

A third page attached to the capitol document showed the name of Misamis Oriental Gov. Yevgeny Vincente Emano with his signature. The page referred to as “Page 3 of 2” also showed the name of BAC member Bernardita Guibone without her signature. She was reportedly “not present.”
