VICE Mayor Joaquin Uy has forwarded the recommendation of the Commission on Audit (COA) to disallow the use of government funds for the expanded Local School Board to the city council’s education committee.

Uy asked Councilor Suzette Daba, the committee’s chair, to look into the COA’s notice and submit a recommendation to the city council.

On Monday, Councilor Nadya Elipe urged the city council to immediately act on COA regional director Celso Vocal’s advice that city hall stop releasing funds for the  honoraria of members of the expanded school board.

Elipe said the previous city council had asked the COA’s opinion about the expanded board, noting that it had at least 21 members when the Local Government Code only provides eight, including the chairman.

Vocal recently opined that giving allowances to members of the school board is illegal, and should be stopped immediately.

“Under the law, the membership of the Local School Board should not be expanded. The funds that were already given to the expanded LSB members should be returned. Klaro kaayo sa recommendation sa COA nga eight members lang ang allowed,” Elipe said.

On Aug. 4, Moreno issued an Executive Order 091-16, reconstituting the membership of the City Local School Board with him as chair and Vice Mayor Uy and schools division superintendent Elena Borcillo as vice chairpersons.

The members are Councilors Suzette Daba, Jay Pascual, Filipino-Chinese Chamber of Commerce president Willy Limbonhai, Misamis Oriental Filipino Chinese Chamber of Commerce and Industry president Adelfa Sia, city treasurer Glenn Bañez, General Parents-Teachers Association president Burgos Macasero and Division Teachers Organization president Eugenio Maghuyop;

Ariel Hernandez of Balay Mindanao Foundation; Cagayan de Oro Chamber of Commerce and Industry president Jeffrey Ang, Dr. Jovelyn Delosa, Ma. Isabel Salcedo, Suzette Caeline Maandig, Mohammad Sidic Gondarangin and Ernesto Neri. (lito rulona)
