The City Council here is seeking an investigation into the clothing allowance of about 2,700 City Hall workers amounting to about Php 13 million.

City Councilor Nadia Emano-Elipe, said on Monday that she received reports that the City Hall employees failed to receive the Php 5,000, representing clothing allowance in 2014.

“The city accountant has reported to the city council that the amount had been already in the ‘account payable’ of the books of City Hall,” Elipe said.

If the Php 5, 000 clothing allowance of City Hall workers for 2014 was in the accounts payable of the books of city hall, where were the uniforms, Elipe asked.

According to Elipe, her secretary only received one polo shirt. “Even if the polo shirt costs Php 1,000 there is still a balance of Php 4,000. Besides, not all city hall employees received the polo shirt,” she said.

She said that the clothing allowance was for 2014. Now, the year 2015 is almost over, but the city hall workers have yet to receive the full amount of the clothing allowance for the year 2014, Elipe said.

A city councilor said that last year the Philippine Government Electronic Procurement System (Philgeps) indicated a bidding of the uniform for City Hall workers worth Php 13,224,400.

After the bidding, there should have been a scheduled delivery of the products or services. Contractors face penalty when they failed to deliver the products or services on time, the city councilor said. (pna)
