“Road connectivity addresses insurgency at the same time creates opportunities.”

Thus said Northern Mindanao Regional Peace and Order Council (RPOC) chair Cagayan de Oro City Mayor Oscar S. Moreno as he cited the importance of road connectivity.

“Connectivity is important. For as long there is no connectivity development would be isolated and segmented,” Moreno said.

During the meeting, Moreno discussed the Kalabugao Plain-Peace and Development Convergence Program (KP-PDCP) of RPOC which was conceptualized aimed to developed Kalabugao Plain in Impasugong town, Bukidnon into an economically, environmentally and cultural developed community.

He said the council has embarked on this project as a showcase of working together to achieve peace and development is possible such as the success in Lantad, Balingasag, Misamis Oriental.

The place of Lantad was the regional headquarters of the New People’s Army (NPA). Through government intervention such as delivery of basic services including road network, people were able to get livelihood opportunities, earn their income and children were able to go to school.

He further said they were able to connect main highway to the outskirts such as Eureka-Minalwang-Impadiding of Misamis Oriental to Agusan del Sur.

“What we need now is a secondary road like Villanueva-Claveria-Gingoog road, Cagayan-Talakag-Maramag, among others and elsewhere in Mindanao,” he said.

Moreno also said Regional Development Council (RDC) and RPOC are working together to push for the connectivity.

KP-PDCP study

In RPOC’s study, it bared the KP-PDCP project has improved the agricultural, environmental and cultural sectors of Kalabugao Plain.

The study cited the creation of a venue for the national government agencies and the local government units (LGUs) to talk, discuss and implement projects together contributed to the efficient and effective delivery of government services.

Delivery of social services to insurgent-prone areas has now become efficient, effective, and regular. Communities now attest the government is closer to them now. (EOR/PIA)
