Fraternal Order of Eagles creates new region

THE Fraternal Order of Eagles “Philippine Eagles”, the first born Fraternal Socio-Civic Organization in our country recently open a new door for public service and created the newest regional clubs in the Northern Mindanao Region were NMR-IV created by virtue of the 2008 Amendments of Chapter 5 Section 4 Letter B of the Eagle Magna Carta during its National Executive Committee(NEXECOM) meeting on November 27,2015 in Davao City, according to Eagle Ben Rada in an interview.

Rada said that there are six clubs President and Officers from the Northern Mindanao Region 1(NMR-1) made a petition from the NEXECOM for the said creation of the fourth Regional Chapter and was approved and elected Mr.Nelson Alonto Sarrapuddin; a businessman and political consultant as its Governor.

The petition approval was signed by the Chairman of the NEXECOM and Fraternal Order of Eagles National President Eagle Sultan Sainoden “Enoy” A. Balindong.

In his prefatory statement; Rada, who himself a complainant said: “ It is better that Ten guilty persons escape than that one innocent suffer”. The undergone election protest was filed last November 10,2015 at the office of the National Comelec Chairman of the Fraternal Order of Eagles against the NMR-1 Election of New set of officers for Eagles Year (E.Y.)2016 last November 7,2015.

The NMR-1 Election of the new set of officers was nullified and declare failure of election by the NEXECOM for violation of specific provision of the Magna Carta of the Fraternal Order of Eagles as mentioned. The protestants denied of the respondent’s statement of facts for it was Maliciuous,false and self serving. Rada said that the truth of the matter was that there was “No motion that was duly seconded and raised during the election and assembly of NMR-1 in relation to the application of Section 3 Paragraph b of the first amendments of the Eagles Magna Carta and adopt to have one Representative per Club. Granting without admitting that there was a motion raised during the said assembly the protetees falted to mention who was the author of the said motion and who seconded the same.”

The motion that was raised during the said assembly was my motion to deferred the reading and implementation of the protestees Resolution Number 2015-002 and was duly seconded by Eagle Edmarcil Simine and was duly approved by the majority of the Regional Assembly who are present’’ Rada explained.

Rada admits that portion of Number 2 of their statements of facts that there was Section 3 paragraph b of the 1st ammendments of the Eagles Magna Carta of 1989.But the protestees failed and forgot that the said ammendments was already superseded by the 2008 Omnibus amendments when the members of the workshop committee who framed the 2008 amendments on Luly 21-22,2007 saw that the Fraternity was really increasing in numbers of chartered clubs and there was a need to accommodate Eagle active members who are potentials to lead the organization specifically in the legislative branch of the Fraternity. So they amend the composition of the legislative body of the organization particularly Chapter 4-Modificatory Amendments and quoted: “Section (24-a) National Assembly; Composition-the National Assembly shall be compose of the duly elected National assemblymen whose number shall not be less than 15 without limit as to the maximum number as may be determine by the Philippine Eagles from time to time and the ex-officio members as specified in another paragraph which was unquoted.

Rada admits portion of number 3 of their statements of facts to the effect that NMR-1 Governor Cortez is the Chief Executive of the Region and has the power to appoint his regional cabinet members,regional commission,regional tribunal,but Rada totally disagree with the protestees attention that the.

Governor has the power to appoint Regional Comelec.”There is no showing or categorically stated in the provision in the 1989 1st amendments that the herein protestees use as defense, that the Governor is vested the power to appoint Regional Comelec.The Comelec of The Fraternal Order of Eagles is an independent body during election time ,in charge in the conduct of election ,it is only the National President who has the authority to appoint Commisiioners of the Comelec .The Governor can only recommend to the National President through the National Comelec Chairman who wil be his choice to be the Regional Comelec Chairman together with his two Comelec members.
