JOINT City Council committees on health and sanitation and health insurance and on agriculture and fisheries chaired by Councilors Maria Lourdes S. Gaane and Annie Y. Daba requested the City Veterinary Office to revise the proposed Meat Inspection Code of Cagayan de Oro.

This, after the committees yesterday continued its deliberation of the proposed code with the representatives of the City Economic Enterprises Department (CEED), City Legal Office, and City Administrator’s Office, among others.
During the meeting, a representative of the City Legal Office proposed the revision of Section 32 on unlawful trading. She said administrative sanctions should be specified.

Elmer Wabe of the City Budget Office said matters pertaining to fines and the amount of the generated income will be incorporated in the Implementing Rules and Regulations (IRR) of the proposed ordinance.

“It is part of the IRR, dili siya dapat mabutang specifically sa ordinance kay unsay mabutang sa IRR. Financial implications dapat didto na sa IRR ibutang”, Wabe said.

Final interpretation of the financial implication of the proposed ordinance shall be held by the LFC, which can be treated as part of the functions of TWG created, he added.

It may be recalled that CEED manifested that the amount collected from fees, fines and other charges by CMIS shall be credited to the special account, not to the General Fund.

A representative of the CEED said the proposed code specifies the functions of the CMIS personnel and provides that the City Veterinarian shall directly supervise and enforce the operation in the slaughterhouse.

He pointed out that the CEED is mandated to supervise and manage the slaughterhouse including the revenue. He suggested an additional provision if there will be a limited distribution of meat.

The joint committees requested Dr. Perla Asis to incorporate all the recommendations and submit the final draft of the proposed ordinance. (SP)
