Members of the Misamis Oriental Sangguniang Panlalawigan had asked the Commission on Audit-10 to update them the status of the 2018 Annual Audit Report that they have conducted in the previous year 2018.

The call was made by Vice Governor Jeremy Jonahmar Pelaez after the former-Opol mayor and neophyte Provincial Board member Dexter Yasay made a query regarding the status of several employees under their office during its regular session last week.

Pelaez told Gold Star Daily that they cannot do anything on Yasay’s query on the status of several employees hired by the previous administration under his brother former-Vice Governor Joey Pelaez.

“It is only the COA-10 (that) can answer all the query considering that they have already conducted an annual audit every year regarding all the transactions made by the former and present administration. Kung ako ang mohimo ma-bias man kita og maayo nga ang COA-10 ang manubag sa ilang mga pangutana,” he said.

Yasay made a privilege speech last Monday’s regular session saying that there were several employees hired by the previous administration who works not at the Provincial Capitol but to an extended office in Metro Manila.

“I would only ask the status of these hired employees by the previous administration. I am also questioning if the Vice Governor’s Office has issued memorandum regarding the attendance of employees on Monday’s flag-raising ceremony,” he said.

He said he personally observed that there were employees violating the R.A. 8491 otherwise known as Flag and Heraldic Code of the Philippines which requires all government offices and employees to attend every Monday Flag-Raising Ceremony and Friday’s Flag Retreat.

“Further, the Civil Service Commission (CSC) Memorandum 19 series of 2012 which mandates all government heads to conduct Flag-Raising Ceremony every Monday morning and Flag-Retreat every Friday afternoon. This is to ensure that all government employees will respect government flag and venue and being reminded how to conduct themselves as a public servant,” he said.

Yasay said he had names of several permanent status employees who were given clearance not to attend the flag-raising ceremony and retreat.

“This employee is nowhere to be found,” he added.

SP Secretary Atty. Buboy Sotto, Jr., for his part, said the employees were hired during the previous administration and was assigned in Metro Manila to help Pelaez in all his undertakings when he would be there for official business.

“On the status of their employment, we are still checking with the Human Resource Management at the Provincial Capitol,” he said.

Incumbent Vice Governor Pelaez said it is only the COA-10 who can manifest and clear things out based on their audit conducted at the province of there were employees found to have been allowed working outside Provincial Capitol.
