COUNCILOR Teodulfo Lao, chair of the City Council committee on public utilities, said there is a need for a thorough study of the proposal of the Prima Electric Vehicle Company for the operation of eelas in the city.
It may be recalled that the committee referred the proposal to the Roads and Traffic Administration for study. The RTA was tasked to conduct separate discussions with the proponent and the Motorela Federation Officers to come up with an understanding on how to operate the eela.
The eela runs through a stored power source from the available alternating current. If fully charged, its maximum operation would last from 12–16 hours.
According to the RTA, the Prima Electric Vehicles Company shall provide 10 units that will ply different routes in consonance and harmony with the existing motorela routes. These units shall be distributed equally to the five zones of existing motorela associations under a color-coding scheme.
It was recommended that the fare matrix of the eela shall conform to the existing motorela fare rate. The units shall be allowed to convey passengers at existing loading and unloading zones for motorelas and may join the existing terminal alleys of the latter if available.
The RTA recommended that 10 unit be allowed to operate on a dryun basis for a period of one year.
Lao said all motorela associations should be furnished with copies of the RTA’s recommendation to ensure that they are all informed and so that the proposal will be well discussed and studied. (sp)
