On April 12, 2017 at about 4:15 in the afternoon, the City Public Safety Company (CPSC) under the command of Supt. Allan Palomo together with the Special Weapons And Tactics (SWAT), Explosive Ordnance Disposal (EOD)/K9 teams, Technical Supporting Platoon (TSP) and Bugo Rapid Deployment Platoon personnel responded to a call for assistance made by the City Directory of Cagayan de Oro City Police Office Senior Supt. Robert Roy Bahian in the hostage incident that took place at Zone-6, Kalye Apiki, Barangay Bugo, this city.

Upon their arrival, a Crisis Incident Command Post was established where Senior Supt. Bahian acted as the ground commander/on-scene commander and Palomo was designated as the hostage negotiator.

The hostage taker was identified as Richard Dacutanan, 31, separated, allegedly has a mental disorder, armed with a kitchen knife and took hostage of his seven-year old son inside their bedroom.

The Crisis Management Team conducted a hostage crisis negotiation where the suspect was responsive but reluctant to surrender. After several hours of negotiation and establishing rapport, the team decided to let the suspect and the victim have their rest.  It was one strategy to calm the suspect and gave the team opportune time to maneuver while remaining cautious and alert for any possible violent behavior by the suspect.

The following morning, at 2 am, the victim was successfully rescued by the assaulting CPSC SWAT team and subsequently apprehended the suspect. The victim was immediately brought to the hospital for medical attention and stress debriefing while the suspect was properly turned-over to Cagayan de Oro City Police Station 6 Puerto personnel for disposition.
