THE City Council during its regular session this week, presided over by Vice Mayor Raineir Joaquin Uy, referred to the committees on barangay affairs and on finance respectively chaired by Councilors Yan Lam Lim and Edna Dahino, the proposed resolution urging the City Budget Office to ensure that all barangay annual budgets have complied with the mandatory budgetary allocation for the operation of their respective BarangayAnti-Drug Abuse Councils.

As provided for in Section 4(B)(1) of the Dangerous Drugs Board Reg. No. 4, Series of 2016, all barangays are required to submit to their respective City Local Government Operation Officer within 10 days from the approval of their annual budget of the following calendar year the documents that shall be forwarded to City Anti-Drug Abuse Council.

These include its Barangay Anti-Drug Abuse Council (Badac) plan of action, composition and budget allocation.

Together with the chief of the Philippine National Police in the locality, and local Philippine Drug Enforcement Agency representative, the CLGOO shall determine whether the budget allocated by the barangay to their Badac is in accordance to the degree of drug penetration in their jurisdiction.

After its initial review, it shall then be forwarded to the Local Finance Committee and to the City Council for approval.

The resolution cites that failure of the concerned local officials to appropriate a substantial portion of their respective annual budgets to assist in or enhance the enforcement of the Dangerous Drugs Act of 2002, shall be a ground for disapproval of their annual budgets. (sp)
