The four officials were identified as Edgar Dahino, Jessica Da-an, Merylinda Santos, and Gerry Leop. Dahan was an Assistant Regional Director while Da-an, Santos, and Leop were former Chief Administration and Finance, Budget Officer III, and Regional Accountant, respectively.

PRO-13 Director Brigadier Gen. Pablo Labra II said the arrested officials were involved in the 2004 fertilizer fund scam in an Agricultural Reinforcement Project between the Local Government Unit of Del Carmen, Surigao del Norte, and the Philippine Social Development Foundation Inc., a non-government organization of Janet Napoles, also known as the ‘Pork Barrel Queen.’

Labra revealed that the warrant of arrest was issued way back on May 26 and that the four officials were already suspended before their arrest.

The Associate Justice of Sandiganbayan’s Fourth Division, Quezon City set a P210,000 bail bond for each of the officials.
