BARANGAY officials in Cagayan de Oro City should clear their rivers and creeks of any settlers and implement projects that would benefit and empower their constituents, Mayor Rolando Uy said today.

Mayor Uy issued this reminder to the officers of the Association of Barangay Captains (ABC) led by reelectionist ABC president Councilor Yan Lam Lim at his office on Monday.

“The (barangay officials are the first on the ground and they should be the first to prohibit any people from settling in their creeks and rivers,” Uy told local media in Visayan.

Before the oath-taking, Uy reminded the ABC officials to implement ‘barangay empowerment’ projects for their constituents to ensure continued support from his administration. The mayor later acknowledged that some barangays neglected to prohibit any settlement in areas that are classified as danger zones.

“It is the primary duty of any barangay captain to prohibit the occupation of (these flood-prone or disaster-prone areas),” Uy said in Visayan.

Mayor Uy issued an executive order early Monday to suspend classes in public and private pre-schools in Cagayan de Oro City as Tropical Depression Kabayan (international name: Jelawat) developed into a tropical storm early Monday morning.

Last Sunday, Uy said City Hall coordinated with barangays to prepare constituents for any emergency that may occur.

“As of (Monday morning) we have not ordered any forced evacuation but the (City Disaster Risk Reduction Management Department) already knows what to do in case it reaches Storm Signal No. 2. And our constituents, based on their experience from (2011’s) Sendong, know when to heed the order to evacuate,” Uy said in Visayan. (Stephen Capillas of City Information Office)
