I HEARD a radio commentator say that he wondered why the local environment office head seems to be the spokesperson of the city’s garbage collector. He asked why that local official was fond of defending the garbage collector whenever there were lapses in the latter’s performance.

Perplexing indeed! And the equation is as simple as the most basic of all.

Isn’t the city government the principal in the garbage collection contract? As the principal, the city government is supposed to demand the proper performance of the garbage collector. The city government is not supposed to defend the latter. Instead, as the principal, it should be incumbent upon it to demand a performance that will not violate the terms of the contract.

But why is the Clenro head the one defending the garbage collector? Is there something fishy about their relationship? Where is the check and balance if the city’s environment office will serve as the spokesperson of the other contracting party?

Can’t the garbage collector defend or explain itself to the public?

Is the radio commentator right in asking if money changed hands somewhere?

This is one for Mayor Rolando Uy to look into to preserve the integrity of his administration.
